How much does it cost to build an app in Estonia?
The honest answer is "it depends", so here is exactly what it depends on, with rough budget ranges and the five decisions that move the price the most.

Almost every first call we take in Tallinn starts with the same question: how much will my app cost? The honest answer is that it depends, but "it depends" is useless if nobody tells you what it depends on. This guide explains what drives the price of an app in Estonia, gives rough budget ranges, and shows where SMEs can save money without ending up with something nobody wants to use.
The short answer
As a rough guide for the Estonian and Baltic market, a focused MVP app usually lands somewhere between €10,000 and €30,000. A full product with user accounts, payments, an admin panel and integrations is typically €30,000 to €80,000. Complex platforms with real-time features, marketplaces or heavy integrations go beyond that.
What actually drives the cost
The price of an app is mostly the number of hours a team spends on it. Those hours come from five places.
1. The number of features
Every screen, every user role and every rule ("customers can cancel up to 24 hours before") adds design, development and testing time. The single biggest saving is cutting features that are not needed for launch. That is the whole idea behind an MVP.
2. Integrations
Connecting to other systems is where projects get expensive. Common integrations for Estonian businesses include:
- Smart-ID, Mobile-ID or ID-card login
- Payments through Estonian bank links or card providers such as Montonio or Maksekeskus
- Parcel lockers from Omniva, DPD or SmartPosti
- Accounting software such as Merit Aktiva or SmartAccounts
- Your existing CRM, booking system or ERP
Each integration is usually a few days to a few weeks of work, depending on how good the other system's documentation is.
3. Design
A clean design built from proven patterns is much cheaper than a fully custom visual identity with illustrations and animations. Both are valid; just decide on purpose.
4. Platforms
Building separate native apps for iOS and Android roughly doubles the work. Cross-platform development builds both from one codebase, which is why we recommend it for most SMEs. Read more on our mobile app development page.
5. Languages
An app for the Estonian market often needs Estonian, English and Russian. Supporting several languages is not expensive if it is planned from the start, and surprisingly expensive if it is bolted on later.
Costs people forget
The build is not the whole budget. Plan for:
- Hosting and backend services, usually tens to a few hundred euros a month for an SME app
- Apple Developer Program and Google Play developer accounts
- Maintenance: iOS and Android release major updates every year, and apps need updating to keep working. Budget for ongoing maintenance
- Content and translation for every language you support
Freelancer, local agency or offshore?
| Option | Typical upside | Typical risk |
|---|---|---|
| Freelancer | Lowest hourly rate | One person is a single point of failure |
| Local agency in Tallinn | Full team, same time zone, face-to-face meetings | Higher hourly rate than offshore |
| Offshore agency | Low hourly rate | Communication overhead, time zones, hand-offs |
For a first product, the cheapest hourly rate is rarely the cheapest project. Misunderstandings cost more than hours.
How to lower the cost of your app
- Start with one core user journey and launch it.
- Use cross-platform development unless you have a specific reason not to.
- Use proven services for login, payments and email instead of building them.
- Get a fixed quote with a clear scope, not an open-ended hourly estimate.
- Test with real users in Tallinn, Tartu or wherever your customers are before adding more.

How we price projects
We start with a free consultation, then run a short discovery to agree on the scope. After that you get a fixed quote and timeline before any work starts. If the budget is tight, we help you decide what to build first. Tell us about your app idea and we will reply with next steps.
